a.    Discuss the two cost leadership approaches described in Question 4.7 (page 125) and argue which of these approaches seems more reasonable for the firm you selected in Unit 1. Describe the conditions that would make each approach make more or less sense.

b.   Assuming that the firm you selected in Unit 1 is the firm you are advising. Read the Ethics and Strategy information on the “Race to the Bottom” on page 111. Your company is considering  moving its manufacturing to China or Western Europe. What product differentiation strategies do you recommend for your firm? What ethical guidelines should the company have in place prior to signing an agreement with a firm? You are the EMS Operations Director of Most Excellent EMS (MEEMS), a small-town not-for-profit EMS service that covers a rural community of 14,000 people and an area of approximately 250 square miles. MEEMS has only two full-time employed (FTE) “paid” paramedics and two FTE “paid” EMTs. Additional coverage for many evenings, weekends, and all nights, are provided by on-call responders that carry pagers and mobile telephones. Approximately 10 volunteer responders help to provide coverage, several of which work for other municipal services, such as sanitation, water treatment, and the municipality government office.

The policy for the responders to be on call states that “Responders will remain within municipality limits and able to arrive at the EMS Base within 5 minutes of notification of an emergency call for service.”

Compensation for coverage:

• Payment for EMS Responses
  • $25 per hour from the time of arrival at the EMS Base to the time that the EMS response unit returns to the Base back in service
• Payment for On Call Coverage
  • $3 per hour for paramedic coverage and $2.50 per hour for EMT-B coverage

Challenge

Carl Stratton, a relatively new paramedic employee who had recently moved to the area from a major metropolitan area in another state is challenging the on-call policy. Paramedic Stratton states that services are required to pay at least the minimum wage for on call staffing because they must remain “at the ready” to respond to the Base within 5 minutes of being called.

Read the issue brief from the Robert Wood Johnson Foundation entitled “Education Matters for Health” 2009.

• There appears to be a dose-response relationship between educational attainment and health—the more you get, the better it is. Why this is true is not clearly understood, though several reasonable hypotheses have been proposed. Describe the 3 interrelated pathways presented as explanations for this relationship in this brief. Which do you feel is the strongest? Why?
• According to data presented in the brief, “the United States is the only industrialized nation where young people currently are less likely than members of their parents’ generation to be high-school graduates.” What evidence is given to support this statement? Why do you think this situation exists? What will it take to correct it?
• As would be expected, parents’ educational attainment is linked to their children’s health and even their educational attainment. These linkages, in turn, influence the health and educational attainment of their children’s children, as well, perpetuating an endless intergenerational cycle of high (or low) educational attainment and its associated better (or poorer) health. How does this fit with the biblical understanding of multigenerational influence (Exodus 34:6–7)? In what ways can the Church help interrupt the vicious cycle beginning with low educational attainment? Pray that God will use you to be a positive influence on your children in this area or on others whom God will bring across your path.
