One of the core competencies necessary to succeed in a doctoral program is the ability to identify other research that pertains to your own. This means you’ll have to identify related research, read the papers, and assimilate prior work into your research. An annotated bibliography helps you develop and hone these research skills

In  this assignment you should offer new arguments about your research  topic, which stem from already available information; this will  constitute your literature review. In at least 1000 words, discuss  published scholarly material about your research topic, including a  critical interpretation of the various sources. In an essay-like fashion, summarize  information and report findings, as well as, evaluate strengths,  weaknesses/ complications, and conclusions of research studies. All  bibliographical sources must be academically sound and scholarly  (primarily peer reviewed scientific journals). At  least 5 scholarly sources should be used in the literature review,  however, this is a minimum number and you are encouraged to include as  many references beyond 5 that are significant to understanding your  topic.

Another $604 billion, or 15.3% of total spending, went for national defense; net interest payments on government debt were about $240 billion, or 6.1%. Education aid and related social services were about $114 billion, or less than 3% of all federal spending.In spite of the services and benefits that the government provides, many taxpayers dread paying income taxes but consider them a necessary evil. Consequently, there is much debate about the inequities contained within the tax code, due to tax shelters and tax credits provided to some taxpayers (which thereby increase the tax burden on others).

Using the Internet or Strayer Library, research one (1) country that has a zero income tax rate.

Write a four to five (4-5) page paper in which you do the following:

Analyze the way in which the country you have researched provides services and benefits to its citizens without collecting personal income taxes.

For the country that you have chosen, determine whether the U.S. could adopt their taxation model without reducing its total amount of revenue (as currently generated by collecting income taxes from individuals and businesses). Justify your response.

Suggest at least two (2) advantages and two(2) disadvantages of the U.S. adopting a zero income tax model. Provide a rationale for your responses.

Speculate on the primary way in which the federal government could make up any shortfalls if it does not collect its targeted revenue from personal income taxes. Ascertain the most significant way in which the U.S. Department of the Treasury, through the IRS, can still adhere to its fiscal and monetary policies. Justify your responses.
