The next step in the Capstone Project is the Literature Review.  You are to identify and review the relevant literature on your topic.  To conduct your literature review, you should first identify work that has been done on your topic.  You must use a minimum of three (3) scholarly resources (books, articles, etc.) in your literature review, though you may consult as many sources as you wish.  All sources must be cited.

After you have identified the literature that you are going to use, you should move to an integrated description of the material you read.

Do not structure your paper as a series of book reports or article abstracts.  The literature review should show that you understand how to find scholarly literature on information that is relevant to your Capstone Project.

The literature review should be 3 to 5 pages in length and must be in APA format.

Improvement in quality and safety should be considered a core organizational strategy. Leading that change is not always easy. A road map for change is helpful in managing organizational change. Kotter’s (1995, 1996; as cited in Joshi et al., 2014) model for change is a realistic framework to manage quality improvements. The eight steps of Kotter’s theory include 1) unfreezing the old culture; 2) forming a powerful guiding coalition; 3) developing a vision and strategy; 4) communicating a vision and strategy; 5) empowering employees to act on the vision and strategy; 6) generating short-term wins; 7) consolidating gains and producing more change; and 8) refreezing new approaches in the culture (Joshi, et.al, 2014, page numbers).

In this Assignment, you will analyze Emergency Department data and other resources to identify areas where the care and services provided are not up to state or national comparisons. You will also address how you would improve the substandard performance indicators.

The Assignment:

The HCAHPS data for the Emergency Department would indicate there are areas where the care and services are not up to par, as compared to state or national standards.

Using Kotter’s work as described in Chapter 16 of your text, and other change models from the reading, write a 3- to 4-page (excluding title page and references) analysis of the performance data for the Emergency Department, comparing the medical care and services to state and/or national standards. Provide recommendations for strategies to improve the Emergency Department substandard performance indicators.

Assignment 1: Legal Aspects of U.S. Health Care System Administration

Prevailing wisdom reinforces the fact that working in U.S. health care administration in the 21st Century requires knowledge of the various aspects of health laws as they apply to dealing with medical professionals. Further, because U.S. health care administrators have to potentially interact with many levels of professionals beyond the medical profession, it is prudent that they are aware of any federal, state, and local laws that may be applicable to their organizations. Thus, their conduct is also subject to the letter of the law. They must evaluate the quality of their professional interactions and be mindful of the implications and ramifications of their decisions. 

You are employed as a top health administrator at the hypothetical Well Care Hospital in Happy Town. When you were hired, your pre-employment screening involved background checks into any violation of hospital medical misconduct during the last five (5) years. The results showed that you were in good standing with the hospital administration community. During the past year, you had to undergo training in personnel conduct, as well as in inter-employee conduct with medical staff, nurses, technologists, etc. During the past six (6) months, the hospital has been under scrutiny for breach of medical compliance.

Write a three to four (3-4) page paper in which you:

1. Articulate your position as the top administrator concerned about the importance of professional conduct within the health care setting. Justify your position.

2. Ascertain the major ramifications of having professional staff compromise the boundaries of ethics and medical conduct.

3. Analyze the four (4) elements required of a plaintiff to prove medical negligence.

4. Discuss the overarching duties of the health care governing board in mitigating the effects of medical non-compliance, as they apply to the rules of practice set forth in the Well Care Hospital governing board’s manifesto.

You were recently hired as the new Human Resources manager for a new company that has been in business for two weeks. The CEO is looking to you for your expertise in compensation and benefits to develop a package for all full-time future employees. The CEO is estimating that in the next four months this company will have over 40 full-time employees. The CEO is leaning on you to develop a report for the board meeting in two weeks.

Some things to consider: Though most employers are required to provide mandatory benefits such as Social Security contributions, worker’s compensation insurance, and unemployment insurance, most other benefits are voluntary in nature and determined by the employer. Benefits programs should include medical insurance, life and disability insurance, retirement income plan benefits, paid-time-off benefits, and educational assistance programs. Benefits selection and design are critical components in the total compensation costs. In some cases, benefits account for 40 percent or more of total compensation costs. Due to the employer cost investment and the importance of employee benefits in recruiting and retaining, employers should have a well-thought-out benefits plan design that meets both employee needs and employer objectives.

Develop a compensation and benefits package for your company. You must first address the type of company you were hired for (your choice). Second, you must select the city and state in which the small company is located (your choice). In your HR Compensation and Benefits Report to the board, you must address the following:

1. Identify the Organization’s Benefits Objectives and Budget: The organization’s business and/or HR strategy will help guide the development of the benefits objectives, as these objectives should help achieve the overall strategic goals. Factors such as employer size, location, industry, and collective bargaining agreements should be considered in the development of the benefits
2. Conduct a Needs Assessment: This needs assessment will be based on your company’s location and estimated future size. It should be conducted to determine the best benefits selection and design based on the needs and wants of the employees. The needs assessment may include an employer’s perception of employee benefits needs, competitor’s benefits practices, and tax laws and
3. Formulate a Benefits Plan Program: Using the data collected from all resources in Step 2, the employer can begin to formulate benefits offerings in order of priority. Can changes be made to the current plan design to induce cost savings? Can benefits that are underused or not valued by employees be eliminated? What are the administrative costs for the benefits? What cost-containment features can be put in place? Will employees have to contribute, and how much? These are among the evaluations an employer will make in determining whether to add, change, or eliminate benefits
4. Communicate the Benefits Plan to Employees: Employee understanding of the benefits is critical to employee buy-in. Without buy-in, the employer’s efforts, no matter how perfectly designed to meet employees’ needs, may be futile. The positive impact on recruiting, retention, and employee morale may be lost without effective communication plans. Good benefits communication objectives should include:
   • Creating awareness and appreciation of the new or existing benefits and improving employee financial
   • Providing a high level of understanding of the benefits

5. Develop a Periodic Evaluation Process to Determine Effectiveness of Benefits: Periodically reviewing the benefits plan program is another important step in the benefits management process. The benefits program must be assessed on a regular basis to determine if it is meeting the organization’s objectives and employees’ needs. Changes in the business climate, the economy, the regulatory environment, and workforce demographics all create dynamics that affect benefits offerings.
