You will revise your previous milestones based on instructor feedback, compile these components, and add your fully developed recommendation to submit your final policy memorandum. It should be a complete, polished artifact containing all of the critical elements of the final product. It should reflect the incorporation of feedback gained throughout the course. Remember that the purpose of the policy memorandum is to analyze the issue scenario, make thoughtful arguments about the issue, and make recommendations based on your analysis. 

Your policy memorandum with recommendations paper must contain the following critical elements. Most of the critical elements align with a particular course outcome (shown in brackets). 

I. Executive Summary: Provide an executive summary that clearly identifies the issue scenario you selected, summarizes your analysis, and states your conclusion and recommendations. Be sure to avoid using healthcare jargon in your executive summary. 

II. Factual Overview 

1. Describe the importance of the issue to the healthcare organization. 

2. Identify the key organizational stakeholders involved in the issue. Review the facts and consider whether any stakeholders are involved in the issue who may not be immediately apparent upon casual observation. 

3. Explain how key stakeholders played a role in shaping the health law and policy issue identified in the scenario. 

4. Identify potential legal risks and malpractice issues that apply. Be sure to provide evidence or examples to support your response. 

5. Identify potential value conflicts among key stakeholders. Be sure to provide evidence or examples to support your response. 

III. Analysis 

1. Analyze the needs and interests of the key stakeholders you identified. Be sure to provide specific examples. 

2. Apply current healthcare laws, policies, and financing practices to the issue. Be sure to highlight any potential financial ramifications associated with the issue. 

3. Explain why stakeholder value conflicts may exist in this environment. Be sure to justify your reasoning. 

4. Evaluate the legal risks and malpractice issues you identified above, being sure to analyze how conflicting values may impact potential legal risks. 

IV. Recommendations 

1. Recommend a course of action to the healthcare executive. The course of action you recommend must be supported by your analysis. 

2. Propose how you plan to reconcile divergent stakeholder needs and interests. 

3. Assess the extent to which legal risks and potential malpractice issues shaped your decision, if at all. Be sure to explain your reasoning. 

4. Assess the extent to which your recommended course of action addresses financing practices that impact key stakeholders, if any. Be sure to explain your reasoning. 

5. Propose how you plan to resolve potential conflicts you identified. Be sure to identify the risk management strategies you would employ. 

6. Propose a strategy for key stakeholders to influence the healthcare executive’s decision. 

7. Discuss how the strategy for key stakeholders may improve population health outcomes. Be sure to explain your reasoning. 

8. Summarize your analysis and recommendations in a brief concluding paragraph.

V. Milestone One: Executive Summary

In Module Two, you will select one of the three possible issue prompts and prepare a draft of your executive summary that identifies your chosen issue prompt and includes a summary of the facts, analysis of key stakeholders and considerations, and recommendation. This submission will be graded with the Milestone One Rubric. 

VI. Milestone Two: Factual Overview

In Module Three, you will submit a draft of your factual overview of the issue. This submission will be graded with the Milestone Two Rubric. 

VII. Milestone Three: Analysis Outline

In Module Five, you will submit an outline of your analysis of the key elements surrounding your issue. This submission will be graded with the Milestone Three Rubric. 

VIII. Milestone Four: Full Analysis

In Module Seven, you will submit a draft of your full analysis of the issue, including your analysis of the key impacted stakeholders, application of current healthcare laws, assessment of potential conflicts, and consideration of any legal risks. This submission will be graded with the Milestone Four Rubric. 

IX. Final Submission: Policy Memorandum

Guidelines for Submission: Your policy memorandum with recommendations paper should not exceed 12 pages, including a one-page executive summary. It should be formatted in 12-point Times New Roman font, double-spaced, with one-inch margins. All citations and references should be formatted according to current APA guidelines.

Technology, Policy, and Problem Solving

For this Assignment, you will write a draft proposal to the U.S. Agency for International Development (USAID) to implement an existing technology to end hunger in any single developing nation anywhere in the world. 

Be sure that your proposal includes these elements.           

Introduction    

• Conduct internet research to write a referenced introduction that explains the mission and purpose of the USAID.
• Explain why helping the country you have chosen is a good fit for the ASAID’s mission and purpose.

Problem Statement

• Conduct research to provide a referenced description of the causes of hunger in the nation that you have chosen.
• Include statistical data about the population of the nation, how many are hungry, and death rates due to hunger.

Technology as a Solution to the Problem

• Give a referenced explanation of how an existing technology could address those causes.
• Provide an example of how implementation of this technology has previously worked to alleviated hunger in different nation.
• Project the cost of implementing the technology.
• Identify who you think should own, maintain and implement the technology that will be initiated to end hunger in this developing nation.
• Discuss at least one potential collaborator who could share the cost of implementing and maintaining the technology to end hunger.

You are a scientist in your life and in the real world. Part of the fun of learning about the world and how it works is going beyond the text and seeing it for yourself in action.

This quarter you are studying 4 major fields of science Physics, Chemistry, Earth Science and Astronomy. For two (2) of those fields, you will perform an experiment and create a lab report.

At the end of each chapter you are assigned to read this quarter, there are “ACTIVITIES (HANDS-ON APPLICATION)” where you can find your “experiment.”

This Lab Report may be submitted in any format: Video, PowerPoint (with notes pages as needed or screen capture as wanted), Word Document, etc., or any combination that would allow you to show not only the details of the experiment and data but what you have learned from doing it.
