need help with with summary

1. Explain the law or regulation, who it pertains to (and does not), 2. Why it was needed, who it affects – and who was the President at the time. 3. Is it currently effective, and why?
Provide a two-three page, executive summary include the law (one pages max) -itself – as a handout to all. Include a legal case summary – pertaining to the law.
